Abstract

ملخص: تهدف الدراسة الى معرفة "رقمنة الأرصدة الوثائقية وإشكالية الملكية الفكرية: دراسة ميدانية بمكتبة المركزية جامعة الشيخ العربي التبسي" تتناول هذه الدراسة التحديات التي تواجهها المكتبات الجامعية، خاصة مكتبة المركزية بجامعة الشيخ العربي التبسي، في ضمان احترام حقوق الملكية الفكرية عند رقمنة أرصدتها الوثائقية، حيث تسعى إلى توفير الوصول الأوسع للمحتوى الرقمي للباحثين والطلاب مع مراعاة حقوق المؤلفين والناشرين، وتهدف إلى كشف الغموض حول هذه القضية وتحديد دور المكتبيين والاستراتيجيات الممكنة لحماية الملكية الفكرية أثناء الرقمنة، نظرًا لأهميتها العلمية في إثراء المعرفة وأهميتها العملية في تقديم رؤى قيّمة للمكتبات الجامعية الأخرى وتؤكد نتائج الدراسة صحة الفرضيات، حيث تواجه المكتبات تحديات كبيرة في ضمان احترام حقوق الملكية الفكرية أثناء رقمنة الأرصدة الوثائقية، ويواجه المكتبيون صعوبات في تحديد ما يمكن رقمنته دون انتهاك هذه الحقوق، فيحين تمتلك مكتبات جامعة الشيخ العربي التبسي استراتيجيات متعددة الجوانب لحماية حقوق الملكية الفكرية تشمل تدابير أمنية وتقنية، وسياسات واضحة، وبرامج تدريبية للموظفين، ومراجعة دورية للاستراتيجيات، مما يؤكد على الدور المحوري للمكتبيين في ضمان الامتثال القانوني في هذا الشأن.

Abstract : The study aims to find out “The Digitization of Documentary collection and the Problem of Intellectual Property: A Field Study at the Central Library at the University of Sheikh Larbi Tebesi.” This study addresses the challenges faced by university libraries, especially the Central Library at the University of Sheikh Arab Tebesi, in ensuring respect for intellectual property rights when digitizing their documentary stocks, as It seeks to provide broader access to digital content for researchers and students, taking into account the rights of authors and publishers, and aims to demystify this issue and determine the role of librarians and possible strategies for protecting intellectual property during digitization, given its scientific importance in enriching knowledge and its practical importance in providing valuable insights to other university libraries. The results of the study are valid for the hypotheses, as libraries face great challenges in ensuring respect for intellectual property rights during the digitization of documentary stocks, and librarians face difficulties in determining what can be digitized without violating these rights, while the libraries of Sheikh Arabi Tebesi University have multi-faceted strategies to protect intellectual property rights, including Security and technical measures, clear policies, training programs for employees, and periodic review of strategies, underscore the pivotal role of librarians in ensuring legal compliance in this regard
