استراتيجيات الرقابة الالكترونية عن بعد للوقاية من جرائم السرقة

Abstract

الملخص: اهتمت هذه الدراسة بمعالجة موضوع استراتيجيات الرقابة الالكترونية عن بعد للوقاية من جرائم السرقة، بحيث قسمت الى أربعة فصول، خصص الأول كمدخل للدراسة أما الثاني خصص لدراسة الإطار المنهجي للدراسة، ليهتم مضمون الفصل الثالث بدراسة الإطار النظري للدراسة، أما الفصل الرابع خصص للإطار الميداني للدراسة. وقد استخدمنا في دراستنا المنهج الوصفي معتمدين على كل من الملاحظة والمقابلة كأدوات لجمع الأدوات، وتم إختيار عينة الدراسة بالطريقة القصدية (العمدية) على عينة من مجموعة محلات ذات أنشطة تجارية مختلفة بلغ عددها 08 محلات مجهزة بكاميرات مراقبة من ضمنها موقف للسيارات. أما فيما يخص النتائج فقد توصلت الدراسة الى أن للرقابة الالكترونية عن بعد الدور الكبير في المجتمع بهدف الوقاية من جميع الجرائم خاصة منها جرائم السرقة، وذلك باتباع استراتيجيات مخطط لها مسبقا من طرف الخواص أو من طرف المصالح الأمنية، كما أن استخداماتها ينبغي أن تتم وفق شروط قانونية مع وضع قانون خاص لكاميرات المراقبة المستغلة من طرف المواطنين لحماية ممتلكاتهم ضد مختلف الاعمال الاجرامية، وكذلك وضع قانون يسمح للجهات الامنية استغلال التسجيلات الخاصة بالأفراد والمؤسسات الخاصة والعامة في حال تم طلبها كوسيلة لإقناع العدالة وسند في التحقيق القضائي.

Abstract: This study dealt with the topic of electronic remote surveillance strategies for the prevention of theft offences. It was divided into four chapters. The first was devoted as an input to the study. The second was devoted to the study's methodological framework. Chapter III was devoted to the study's conceptual framework. Chapter IV was devoted to the field framework. In our study, we used the descriptive curriculum based on both observation and corresponding tools to collect tools, and the sample study was selected in the intentional (intentional) manner on a sample of a group of stores with a variety of business activities of 08 shops equipped with surveillance cameras. With regard to the results, the study found that electronic remote surveillance has a major role to play in society in order to prevent all crimes, especially theft. by pursuing pre-planned strategies by private persons or by security interests, their use should also be carried out under legal conditions, with a special law on surveillance cameras used by citizens to protect their property against various criminal acts. A law has also been drawn up to allow security agencies to exploit the registrations of individuals and private and public institutions if requested as a means of persuading justice and a basis for judicial investigation
