Abstract

ملخص الدراسة: تتناول هذه الدراسة مشكلة التضخم الورقي الذي تواجهه المراكز الأرشيفية، بما في ذلك أرشيف مؤسسة SOMIPHOS في تبسة، الجزائر يؤدي هذا التضخم إلى صعوبات في تسيير الوثائق ومعالجتها وتوظيفها، مما يعيق الاستفادة منها في الأعمال اليومية واتخاذ القرارات وخدمة الباحثين و تهدف الدراسة إلى اقتراح دفتر شروط لرقمنة أرشيف مؤسسة SOMIPHOS، وذلك لتحسين طرق الوصول إلى المعلومات، وزيادة كفاءة إدارة الأرشيف، والحفاظ على المعلومات للأجيال القادمة كما يشمل اقتراح معايير فنية دقيقة لجودة الصور الرقمية، وآليات لضمان توافق النظام مع القوانين، وخطط للتدريب والدعم الفني. وتم طرح تساؤلات حول مدى استعداد مسؤولي المؤسسة لتبني مشروع الرقمنة، ومدى توفر المتطلبات اللازمة لتنفيذه وتفترض الدراسة أن المسؤولين لديهم وعي كافٍ بأهمية المشروع، لكن الموارد المالية قد لا تكفي لتنفيذه حاليًا و تكمن أهمية الدراسة في حيوية موضوع رقمنة الأرشيف ودوره في رفع مستوى الإدراك لدى المسؤولين. كما تسعى الدراسة للكشف عن الواقع الفعلي لمستوى الرقمنة في المؤسسة وتحديد المهارات اللازمة لاستخدام التقنيات الحديثة في إدارة الأرشيف كما تم اعتماد المنهج الوصفي و اعتمدت الدراسة بشكل أساسي على المقابلة كأداة لجمع البيانات ونظرًا لصغر حجم مجتمع الدراسة، اعتمد الباحث على المسح الكلي، حيث تركز على مسؤول الأرشيف في مؤسسة SOMIPHOS تبسة Study summary: This study addresses the problem of paper inflation faced by archival centers, including the archive of the SOMIPHOS Foundation in Tebessa, Algeria. This inflation leads to difficulties in managing, processing, and employing documents, which hinders benefiting from them in daily work, decision-making, and serving researchers. The study aims to propose a book of conditions. To digitize the SOMIPHOS Foundation archive, in order to improve access to information, increase the efficiency of archive management, and preserve information for future generations. It also includes proposing precise technical standards for the quality of digital images, mechanisms to ensure the system’s compliance with laws, and plans for training and technical support. Questions were raised about the extent of the institution’s officials’ readiness to adopt the digitization project, and the availability of the necessary requirements for its implementation. The study assumes that officials have sufficient awareness of the importance of the project, but financial resources may not be sufficient to implement it currently. The importance of the study lies in the vitality of the issue of archive digitization and its role in raising the level of awareness among people. Officials. The study also seeks to reveal the actual reality of the level of digitization in the institution and determine the skills necessary to use modern technologies in archive management. The descriptive approach was also adopted, and the study relied mainly on the interview as a tool for collecting data. Given the small size of the study population, the researcher relied on a comprehensive survey, focusing on Archivist at SOMIPHOS Tebessa Foundation.
