Abstract

Housing is a basic necessity in the life of an individual because of the security and stability it provides, as well as for the country because of the socio-economic importance it holds.... etc We find that the Algerian state has sought to develop and keep pace with global development according to many stages and policies that have accompanied the country in this sector, but a large number of difficulties limit and hinder the production of housing in Algeria , which led to crises through all these stages and the inability to reach the required level in terms of management The quality of the work and the nature of its management, due to the weakness of this sector in Algeria in general and its various provinces, as well as in Tébessa in particular as one of its provinces, despite the various accompanying policies and the intervention of the private sector and the emergence of numerous agencies, the most important of which is the Justice Agency (rental sales). Planned and implemented at the level of the closest neighboring municipalities (municipality of Balhaf Al-Deer) After all the initial difficulties the Justice Agency had to face in bringing this project to fruition, it was completed and delivered on time, but it did not provide the quality of life required for well-being of the individual and the residents of that neighborhood.
