| dc.description.abstract | تعتبر السياسة العامة نتاج مشترك وجماعي بالرغم من اهنها في النهاية قد تصدر من هيئة واحدة او شخص واحد، كما تكشف السياسة العامة المرتكزات الايديولوجية للتوجهات الدولة، والتى على ضوئها يمكن فهم وتحليل قرارات النظام الحاكم وأولوياته وطبيعة القوى الاجتماعية والسياسية المحركة له والياته في التعامل مع المطالب والمدخلات التى تنتجها البيئة الداخلية كما ان السياسة العامة حصيلة تفاعلات مؤسسات متعددة، ومن هاته المؤسسات مراكز الفكر التى اصبحت عاملا مؤثرا في رسم السياسة العامة، لما لها من تأثير في عملية مركبة وعلى درجة عالية من التعقيد ضمن صراع المصالح وتنافس شديد على تحقيق الاهداف والغايات. عملية صنع السياسة العامة عملية دينا ميكبة معقدة تمر بعدة مراحل حتى تنتهي في شكلها الأخير الى قرارات وقوانين إجراءات. - ان نظريات صنع السيامية العامة ضرورية عند دراستها وتحليليها فكل نظرية تسلط الضوء على جانب ضروري، تتطارق كلها وتتحد لصنع سياسة عامة فعالية. - يساهم في صنع السياسة العامة عدة فواعل سواء جهات السمية تتمتع بصلامات قانونية أو غير رسمية من خلال ممارسة الضغوطات على السلطة. - مركز الفكر هي مؤسسات مستقلة ذات نشأة غربية تلعب دور الوسيط بين العالم الاكاديمي والحكومي | en_US |
