| Abstract: | تبين لنا من خلال تفحص مواد التعديل الدستوري 2020 أن المؤسس الدستوري عزز تفوق السلطة التنفيذية بقيادة رئيس الجمهورية على البرلمان من خلال تكريس تدخله في الشأن التشريعي من جهة، ومن جهة أخرى احتفظ بسلطته في حل المجلس الشعبي الوطني. وفي المقابل احتفظ المؤسس الدستوري بالدور الرقابي للبرمان بالرغم من تبنيه النظام الشبه رئاسي المعتمد في التعديل الدستوري 2020 |
| Description: | Through examining the constitutional amendment articles of 2020, we noted that the constitutional founder stressed on the superiority of the executive authority that is led by the President of the Republic over the Parliament. This is through his intervention in legislative affairs on the one hand, and on the other hand, he retained his authority to dissolve the People’s National Assembly. On the other side, the constitutional founder kept the controlling role of Parliament, despite the fact that his adoption of the semi-presidential system in the 2020 constitutional amendment. |
