dc.description.sponsorship	ملخص الدراسة حظي الاتصال الرسمي باهتمام العديد من الباحثين والعلماء نظرا للأهمية التي يلعبها لتحقيق التكامل والانسجام بين مختلف الوحدات الادارية داخل المؤسسات، فهو من أحد الركائز الأساسية في التنظيم. من منطلق هذه الدراسة توجهنا للكشف عن معيقات الاتصال الرسمي في المؤسسة الخدماتية الجزائرية، حيث اتخذنا من وكالة موبليس تبسة نموذجا وتندرج هذه الدراسة، ضمن الدراسات الوصفية التحليلية حيث اعتمدت على المنهج الوصفي وأداة أساسية هي استمارة استبيان موجهة لعمال وكالة موبليس تبسة، أين تم جمع البيانات من عينة قوامها 22 فردا من المجتمع الكلي من وكالة موبليس تبسة. حيث تعرضتُ في دراستي الى التعريف بالاتصال الرسمي وأيضا ماهية المؤسسة الخدماتية الجزائرية، وبعد جمع المعلومات الميدانية وتحليلها تبين لنا أنّ للاتصال الرسمي أهمية واضحة داخل مؤسسة وكالة موبليس تبسة، حيث أنه يعتبر ركيزة أساسية في تبادل المعلومات بين مختلف الاطارات داخلها وهذا من خلال الدور الذي يلعبه في تسهيل المهام المتبادلة، لكن هذا الأخير قد يتخلله نوع من المعيقات على أرض الواقع بشكل متمرس وواضح، تمثل هذه المعيقات في: - معيقات تنظيمية. - معيقات سيسولوجية. - معيقات نفسية واجتماعية. والتي من شأنها أن تحد من فعالية الاتصال الرسمي للمؤسسة الخدماتية الجزائرية. Study Summary Official communication has received the attention of many researchers and scientists due to the importance it plays to achieve integration and harmony between the various administrative units within institutions, as it is one of the main pillars in the organization. From the standpoint of this study, we went to reveal the obstacles to official communication in the Algerian service institution, where we took the Mobilis Tebessa agency as a model, and this study falls within the analytical descriptive studies, as it relied on the descriptive approach and a basic tool, a questionnaire form addressed to the workers of the Mobilis Tebessa agency, where the data was collected from a sample of 22 members of the total community from the Mobilis Tebessa agency. In my study, I was exposed to the definition of official communication and also the nature of the Algerian service institution, and after collecting and analyzing field information, we found that official communication has a clear importance within the institution of the Mobilis Tebessa agency, as it is considered a key pillar in the exchange of information between the various frames within it and this through the role it plays in facilitating mutual tasks, but the latter may be interspersed with a kind of obstacles on the ground in an experienced and clear manner, these obstacles are represented in: - Regulatory obstacles. - Sociological obstacles. - Psychological and social obstacles. This would limit the effectiveness of the official communication of the Algerian service institution.	en_US
