أثر التحول الرقمي على الاتصال الإداري في المؤسسات الجامعية

Abstract

تنتمي هذه الدراسة إلى الدراسات الوصفية التي جاءت لإلقاء الضوء على أثر التحولات الرقمية على مستوى الاتصالات الإدارية في جامعة العربي التبسي، حيث إنطلقت من تساؤل رئيسي تبلورت معالمه في: ما هو أثر التحول الرقمي على الإتصال الإداري في جامعة الشهيد الشيخ العربي التبسي؟ وقد سعت الدراسة إلى تحقيق التعرف على أثر الوسائل المعتمدة في ظل التحول الرقمي على أنواع الإتصال الإداري، كذلك تحديد أهمية التحول الرقمي بالجامعة، ومحاولة رصد أهم المعوقات التي تحول أو تعرقل من عملية التحول الرقمي الكلي، وفي هذا السياق إعتمدت الدراسة على المنهج الوصفي في مجرياتها، إضافة إلى جمع البيانات من خلال أداة الإستبانة في شكلها الورقي موزعة على عينة عشوائية طبقية مكونة من 75 مفردة من رؤساء أقسام ومصالح، إضافة إلى الملاحظة كأداة ثانوية تم توظيفها بشكل تلقائي من أجل رصد مدى تزود الأقسام بالتكنولوجيات الحديثة من عدمه والتي تساعد على التحول الرقمي، وعليه أسفرت الدراسة عن مجموعة من النتائج نذكر منها أنه من الأسباب الرئيسية للتحول الرقمي نجد الرغبة في تحسين الكفاءة وتسهيل الوصول إلى المعلومات، أيضا الإجماع على أن الهواتف الذكية من أبرز الوسائل المستخدمة في هذا التحول الرقمي، فاستخدام الوسائل الرقمية يساهم بشكل كبير في تسهيل الإتصال داخل وخارج جامعة تبسة حيث سرعة الوصول إلى المعلومات تعد من أهم مخرجات هذا النظام، الأمر الذي زاد من فعالية الإتصال وساهم في تقليل الوقت والجهد في العمليات الإدارية. الكلمات المفتاحية: التحول الرقمي، الإتصال الإداري

Abstract This study belongs to the descriptive studies that aim to shed light on the impact of digital transformations on the level of administrative communications at the University of Larbi Tebessi, it started from a main question: What is the impact of digital transformation on administrative communication at the University of Larbi Tebessi? The study sought to understand the impact of the means adopted under digital transformation on types of administrative communication, determine the importance of digital transformation at the university, and attempt to identify the main obstacles that hinder the process of complete digital transformation. In this context, the study relied on the descriptive method, in addition to collecting data through a paper-based questionnaire distributed to a stratified random sample of 75 individuals, including department heads and officials. Observation was also used as a secondary tool to automatically monitor the extent to which departments are equipped with modern technologies that facilitate digital transformation. As a result, the study yielded several findings, including that one of the main reasons for digital transformation is the desire to improve efficiency and facilitate access to information. There was also a consensus that smartphones are among the most prominent tools used in this digital transformation. The use of digital means significantly contributes to facilitating communication within and outside Tebessa University, as the speed of access to information is one of the key outcomes of this system, which has increased the effectiveness of communication and helped reduce time and effort in administrative processes.
