تأثير استراتيجية صفر ورقة على تعزيز الاتصال الإداري في الجامعة الجزائرية دراسة ميدانية بجامعة الشيخ العربي التبسي

Abstract

هدفت هذه الدراسة إلى التعرف على تأثير استراتيجية صفر ورقة على تعزيز الاتصال الإداري في الجامعة الجزائرية. اذ تكمن أهميتها في فهم أهمية هذه الاستراتيجية بشكل عام وفي الجامعة الجزائرية بشكل خاص، حيث إن تطور قطاع التعليم العالي ومواكبته للتغيرات التكنولوجية قد يؤثر بشكل أساسي على تطور المجتمع ككل. وتتساءل الدراسة عن تأثير استراتيجية صفر ورقة على تعزيز الاتصال الإداري في الجامعة الجزائرية، متبوعة بمجموعة من التساؤلات تتعلق بمدى توفر المتطلبات اللازمة لتطبيق استراتيجية صفر ورقة في الجامعة الجزائرية، وكيفية مساهمة الإعلانات الرقمية في تفعيل الاتصال الإداري بين الإدارة والطلبة من جهة، والإدارة والأساتذة من جهة أخرى. وكذلك عن كيفية مساهمة التسجيلات الرقمية في تفعيل الاتصال الإداري بين الإدارة والطلبة، ومساهمة رقمنة الأنشطة الدراسية في تعزيز التعليم الإلكتروني وخفض التكاليف الورقية، بالإضافة إلى التحديات التي تواجه تنفيذ الاستراتيجية والحلول المقترحة لمواجهتها. وللإجابة عن هذه التساؤلات، اعتمدت الدراسة على نظرية الحتمية التكنولوجية للتحليل، واستخدمت المنهج الوصفي، واعتمدت على الملاحظة والاستبيان في جمع البيانات من عينة قوامها 33 مفردة من رؤساء أقسام جامعة الشيخ العربي التبسي بناء على اختيار قصدي. وقد قسم البحث إلى أربعة فصول تضمنت الإجابة عن الأسئلة المطروحة. وفي نهاية الدراسة، توصلنا إلى مجموعة من النتائج أبرزها أن الجامعة الجزائرية تسعى جاهدة نحو تطبيق استراتيجية صفر ورقة، والتي بدورها تعزز الاتصال الإداري داخلها

Summary of the Study: This study aimed to investigate the impact of the Zero Paper Strategy on enhancing administrative communication at the Algerian university. Its significance lies in understanding the importance of this strategy in general and within the context of Algerian universities specifically, as the development of the higher education sector and its adaptation to technological changes can fundamentally affect the advancement of society as a whole. The study questions the impact of the Zero Paper Strategy on enhancing administrative communication at the Algerian university, followed by a series of inquiries concerning the availability of the necessary requirements for implementing the Zero Paper Strategy at the Algerian university, and how digital announcements contribute to activating administrative communication between the administration and students on one hand, and the administration and faculty on the other. Additionally, it examines how digital registrations contribute to activating administrative communication between the administration and students, the contribution of digitizing academic activities in enhancing electronic education and reducing paper costs, as well as the challenges faced in implementing the strategy and proposed solutions to address them. To answer these questions, the study relied on the theory of technological determinism for analysis, employed the descriptive method, and utilized observation and questionnaires to collect data from a sample of 33 department heads at Sheikh Larbi Tebessi University through purposive sampling. The research was divided into four chapters, addressing the posed questions. At the end of the study, several conclusions were reached, most notably that the Algerian university is striving diligently to implement the Zero Paper Strategy, which in turn enhances administrative communication within the institution.
