البيروقراطية و تأثيرها على بيئة العمل في المؤسسة دراسة ميدانية بالمديرية الولائية للضرائب - تبسة

Abstract

البيروقراطية وتأثيرها على بيئة العمل -بالمديرية الولائية لضرائب - تبسة- ولقد حاولت من خلال هذه الدراسة معالجة موضوع البيروقراطية وتأثيرها على بيئة العمل، حيث تمحورت مشكلة الدراسة في محاولة الإجابة على التساؤل الآتي: كيف تساهم البيروقراطية تأثيرها على بيئة العمل؟ وذلك من الفرضيات التي درست أبرز أبعاد البيروقراطية وأثرها على بيئة العمل مثل أنظمة العمل، صياغة الإستراتيجيات، مركزية إتخاذ القرار، أساليب العمل. أجريت الدراسة الميدانية على مستوى المديرية الولائية لضرائب _ تبســة_ من خلال الحضر الشامل، قدرت بـ130 مفردة بإستخدام التحليل بالاعتماد على البرنامج إحصائية spss (27) الاستبيان والمقابلة والملاحظة كأدوات البحث في علم الإجتماع و ملائمتها للمنهج الوصفي وتم إستخدام الأساليب الإحصائية المناسبة. لمعالجة البيانات وتحليلها و الوصول إلى النتائج التالية:  إنشاء بيئة تشجع على الإبداع وتحسين أساليب المشاركة في العمل.  كما نلاحظ أن البيروقراطية في المؤسسة العمومية الولائية لضرائب تطبق بشكل الإيجابي أو يرون أنها نظام الفعال في سرعة الإنضباط والإستمرارية والدقة وتطبيق لقوانين  يمكن المؤسسة العمل تلعب دورا على تأثيرها في النظام البيروقراطي Résumé : La bureaucratie et son impact sur l'environnement de travail - à la Direction Provinciale des Impôts - Tébessa. Cette étude visait à aborder le sujet de la bureaucratie et de son impact sur l'environnement de travail. Le problème étudié visait à répondre à la question suivante : Comment la bureaucratie contribue-t-elle à son impact sur l'environnement de travail ? Les hypothèses ont examiné divers aspects de la bureaucratie et ses effets sur l'environnement de travail, tels que les systèmes de travail, la formulation de stratégies, la centralisation de la prise de décision et les méthodes de travail. L'étude sur le terrain a été menée à la Direction Provinciale des Impôts à Tébessa à travers un échantillonnage urbain exhaustif, impliquant 130 répondants. L'analyse des données s'est appuyée sur le logiciel statistique SPSS, utilisant des questionnaires, des entretiens et des observations comme outils de recherche adaptés à la méthodologie sociologique et descriptive. Des méthodes statistiques appropriées ont été appliquées pour traiter et analyser les données, conduisant aux résultats suivants : - Mise en place d'un environnement favorisant la créativité et améliorant les méthodes de participation au travail. - La bureaucratie au sein de la Direction Provinciale des Impôts est perçue de manière positive, considérée comme un système garantissant la discipline, la continuité, la précision et l'application de la loi. - L'organisation peut influencer les systèmes bureaucratiques. Summary: Bureaucracy and Its Impact on the Work Environment - in the Provincial Directorate of Taxes - Tebessa. This study aimed to address the topic of bureaucracy and its impact on the work environment. The study problem focused on answering the following question: How does bureaucracy contribute to its impact on the work environment? The hypotheses examined various dimensions of bureaucracy and its effects on the work environment, such as work systems, strategy formulation, centralization of decision-making, and work methods. The field study was conducted at the Provincial Directorate of Taxes in Tebessa through comprehensive urban sampling, involving 130 respondents. Data analysis relied on SPSS statistical software, using questionnaires, interviews, and observation as research tools suitable for sociological research and descriptive methodology. Appropriate statistical methods were applied to process and analyze the data, leading to the following findings: - Establishment of an environment that encourages creativity and improves participation methods at work. - Bureaucracy in the Provincial Directorate of Taxes is perceived positively, seen as a system ensuring discipline, continuity, precision, and law enforcement. - The organization can influence bureaucratic systems.
