dc.description	This study aimed to highlight the fact of library activation and creativity in the digital environment, and the extent of their impact on the activity and effectiveness of the services of public reading libraries in each of the states Tebessa, Constantine, and Oum El Bouaghi.Therefore, itfocused in the field study on how to improve, promote, and add creative art to library services by activating them in the digital environment to give more effectiveness and benefit to the library and the pioneers. The descriptive approach was adopted in the study through the use of a questionnaire tool to collect information by a specialist in public reading libraries in the state of Tebessa, Constantine, Oum El Bouaghi. In addition to using the observation tool for checking and confirming information during the practicum period. The study reached many results, the most important of them is that the public reading libraries of the state of Tebessa, Constantine, Oum El Bouaghi provide few services satifying the digital environment, and their most prominent services are based on activating cultural activities through Facebook pages, the recently established web pages, as well as e-mail use.	en_US
dc.description.abstract	هدفت هذه الدراسة إلى تسليط الضوء على واقع التنشيط والإبداع المكتبي في البيئة الرقمية، ومدى تأثيرهما على نشاط وفعالية خدمات مكتبات المطالعة العمومية لكلمن ولاية تبسة، قسنطينة، أم البواقي. ولذلكم التركيز في الدراسة الميدانية على كيفية تحسين وترويج، وإضافة الفن الإبداعي على الخدمات المكتبية من خلال تنشيطها في البيئة الرقمية لإعطاء أكثر فعالية والفائدة التي تعود بها على المكتبة والرواد. تم اعتماد المنهج الوصفي في الدراسة من خلال استخدام أداة الاستبيان لجمع المعلومات من طرف أخصائي مكتبات المطالعة العمومية لولاية تبسة، قسنطينة، أم البواقي.إضافة إلى استخدام أداة الملاحظة من أجل التدقيق والتأكد من المعلومات خلال فترة التربص. توصلنا في لدراسة إلى العديد من النتائج يتلخص أهمها في أن مكتبات المطالعة العمومية لولاية تبسة، قسنطينة، أم البواقي تقدم خدمات جد مرضية من خلال البيئة الرقمية،وأبرز خدماتها ترتكز على تفعيل النشاطات الثقافية من خلال صفحات الفايسبوك، صفحات الواب التي أنشئت مؤخرا وكذا البريد الإلكتروني.	en_US
