dc.description	Cross-border health threats, which are characterized by rapid contagion, are among the contemporary security threats that constitute an international deficit in various fields, and therefore require crystallization and adaptation of special mechanisms to combat and contain them. It has special strategies in an attempt to overcome its negative repercussions and repercussions on global health security. Therefore, this study stems from a problematic: “How has the World Health Organization contributed to strengthening global health security in light of the Corona pandemic (Covid 19)? And to what extent have its initiatives and strategies succeeded in containing the pandemic? And to answer On this problem, we adopted the following main hypothesis: “The greater the cross-border health threats, the greater the need to activate the role of the World Health Organization as a technical organization that transcends political considerations to achieve global health security. And the original functional theory in the conclusion of the study came to the fact that despite the efforts and initiatives The World Health Organization has undertaken to contain and fight the Corona pandemic (Covid 19), but its role remained limited and restricted due to several different considerations. dc.description.abstract	تمثل التهديدات الصحية العابرة للحدود والتي تتميز بسرعة الانتشار من التهديدات الأمنية المعاصرة التي تشكل عجزا دوليا في شتى المجالات وبالتالي تستوجب بلوره وتكييف آليات خاصة لمكافحتها واحتوائها وهذا ما شكل تحديا لمنظمة الصحة العالمية في ظل جائحة كورونا (كوفيد 19) حيث اعتبرت من التهديدات الصحية التي فرضت عليها إستراتيجيات خاصة محاوله تجاوز تداعياتها وانعكاساتها السلبية على الأمن الصحي العالمي لذلك فهذه الدراسة تنطلق من إشكالية: "كيف ساهمت منظمة الصحة العالمية في تعزيز الأمن الصحي العالمي في ظل جائحة كورونا (كوفيد 19 )؟ والى أي مدى نجحت مبادراتها واستراتيجياتها في احتواء الجائحة؟ وللإجابة عن هذه الإشكالية اعتمدنا الفرضية الرئيسية التالية: "انه كلما زادت التهديدات الصحية العابرة للحدود زادت الحاجة إلى تفعيل دور منظمة الصحة العالمية باعتبارها منظمة فنية تقنية تتجاوز الاعتبارات السياسية لتحقيق الأمن الصحي العالمي، أما المنهج المعتمد هو المنهج الوصفي والمنهج التاريخي بالإضافة إلى نظريتين هما نظريه المنظمة والنظرية الوظيفية الأصلية في خاتمة الدراسة توصلنا إلى حقيقة انه بالرغم من الجهود والمبادرات التي قامت بها منظمه الصحة العالمية احتواء ومحاربه جائحة كورونا (كوفيد 19 ) إلا أن دورها بقي محدودا ومقيدا لعده اعتبارات متعددة ومختلفة لذلك وجب عليها تبني جمله من الإصلاحات العميقة لإعادة الاعتبار لمكانتها وتفعيل دورها للحفاظ على الأمن الصحي العالمي في ظل استمرار ظهور المهددات الصحية غامضة المصدر وسريعة التأثير	en_US
