Abstract

A city that is organized and well planned cannot exist without relying on planning tools and many legal ways of control, Algeria, like the rest of the world, is working with the urbanization tools in order to adjust and control its cities such as the guiding plan for management and urban planning (PDAU) and the land occupancy scheme ( POS) and mostly in all of the Algerian cities, in the town of Bir el Ater, and despite the existence of these legal instruments, but when you preview their application in the scheme land occupancy (D2) we have found a significant difference between reality and what is a programmed, which lead us to make some suggestions and solutions to limit even partially those phenomens that are inconsistent with laws and planned programs To reach living standard worthy of Algerian citizens and the needs of our cities.
