    دور التحول الرقمي في تحسين نظام الرقابة المالية

    هدفت هذه الدراسة إلى معالجة دور التحول الرقمي في تحسين نظام الرقابة المالية، من خلال تقسيمها إلى فصلين، دراسة نظرية حول التحول الرقمي وأبعاده، أهدافه، والتحديات التي تواجه تطبيقه، وكذا الرقابة المالية أنواعها، وأهميتها، والعلاقة بين التحول الرقمي والرقابة المالية، ودراسة تطبيقية لدى وكالة إتصالات الجزائر بولاية تبسة للفترة الممتدة بين 2023_2025. حيث تم التحليل الكمي لمؤشرات الرقابة المالية على مدار ثلاث سنوات في ظل تطبيق التحول الرقمي، وقد توصلت الدراسة إلى أن التحول الرقمي له تأثير كبير من خلال الأنظمة الرقمية المعتمدة على عملية الرقابة المالية، حيث عززت الشفافية وسرعة الوصول الى المعلومات، مما أدى إلى تقليص التحديات التي يمكن مواجهتها والتفادي المسبق للأخطار والمخاطر المحتمل وقوعها= This study aimed to address the role of digital transformation in improving the financial control system. It was divided into two chapters: a theoretical study of digital transformation, its dimensions, objectives, and the challenges facing its implementation, as well as financial control, its types, importance, and the relationship between digital transformation and financial control; and an applied study at the Algeria Telecom Agency in Tebessa Province for the period 2023-2025. A quantitative analysis of financial control indicators was conducted over three years during the implementation of digital transformation. The study concluded that digital transformation has a significant impact through the digital systems adopted in the financial control process. It has enhanced transparency and speed of access to information, leading to a reduction in potential challenges and the proactive prevention of risks and hazards.
