عمارة أمينة ، عمارة يقين2026-10-152026-06-07https://dspace.univ-tebessa.dz/handle/123456789/592سعت هذه الدراسة إلى تسليط الضوء على تأثير تكنولوجيا الاتصال الحديثة على الثقافة الاتصالية بالمؤسسة الاقتصادية الجزائرية *المديرية العملياتية لاتصالات الجزائر بولاية تبسة* وذلك من أجل الكشف عن متطلبات تبني تكنولوجيا الاتصال الحديثة داخل المديرية العملياتية لاتصالات الجزائر بولاية تبسة، والتعرف على كيفية مساهمة تكنولوجيا الاتصال الحديثة في الانسجام مع محددات الثقافة الاتصالية داخل المديرية العملياتية لاتصالات الجزائر بولاية تبسة، فضلا عن رصد أثر تكنولوجيا الاتصال الحديثة على التواصل مع البيئة الداخلية للمديرية العملياتية لاتصالات الجزائر، وصولا إلى تحديد النتائج المرتبة عن استخدام تكنولوجيا الاتصال الحديثة على الثقافة الاتصالية داخل المديرية العملياتية لاتصالات الجزائر بولاية تبسة. ولتحقيق هذه الغايات البحثية تم الاعتماد على المنهج المسحي مع تطبيقه أسلوب السمح الشامل الذي استهدف كافة الموظفين بمختلف رتبهم الإدارية والتقنية داخل المديرية العملياتية لاتصالات الجزائر بولاية تبسة نظرا لمحدودية الحيز الكمي للمجتمع المدروس، متخذين من استمارة الاستبيان أداة أساسية لجمع البيانات، وبموجب ذلك تم التوصل إلى النتائج الآتية:  الكشف عن دور تكنولوجيا الاتصال كركيزة أساسية في ضبط المسارات الاتصالية وتطوير بيئة العمل الرقمية بالمديرية مما ساهم في ترسيخ قيم الشفافية والالتزام التنظيمي وإيجاد مناخ عمل يلاءم تطلعات الموظفين ولأساليبهم الحديثة.  التعرف على مستوى الانسجام المؤسساتي مع التقنيات الرقمية كخيار استراتيجي يوضح الأهداف العامة للمؤسسة لدى المورد البشري مما أدى إلى تجويد الأداء الوظيفي وتحقيق الفعالية التنظيمية وضمان الاستمرارية في بيئة تنافسية.  تحديد أبعاد مساهمة الرقمنة في تطوير الثقافة الاتصالية عبر تعزيز التواصل الداخلي وضمان سرية المراسلات مما ساعد في غرس قيم العمل الرقمي وتجاوز العوائق التقليدية بفضل ما توفره الوسائل التقنية من مرونة وسرعة. Abstract This study aimed to highlight the impact of modern communication technology on the communication culture of the Algerian economic institution *Algeria Telecom Operational Directorate in Tebessa Province*. The goal was to identify the requirements for adopting modern communication technology within the Operational Directorate of Algeria Telecom in Tebessa Province, to understand how modern communication technology contributes to aligning with the parameters of communication culture within the Operational Directorate of Algeria Telecom in Tébessa Province, to monitor the impact of modern communication technology on communication with the internal environment of the Operational Directorate of Algeria Telecom in Tébessa Province, and finally, to determine the results of using modern communication technology on the communication culture within the Operational Directorate of Algeria Telecom in Tébessa Province. To achieve these research objectives, a survey methodology was adopted, employing a comprehensive survey approach targeting all employees across various administrative and technical ranks within the operational directorate of Algeria Telecom in Tébessa Province. This approach was chosen due to the limited size of the study population. A questionnaire was used as the primary data collection tool, leading to the following results:  The study revealed the role of communication technology as a fundamental pillar in regulating communication channels and developing the digital work environment within the directorate. This contributed to consolidating the values of transparency and organizational commitment, and creating a work climate that aligns with employee aspirations and modern methods.  The study identified the level of institutional alignment with digital technologies as a strategic choice that clarifies the organization's general objectives for human resources. This led to improved job performance, enhanced organizational effectiveness, and ensured continuity in a competitive environment.  The study determined the dimensions of digitalization's contribution to developing communication culture by strengthening internal communication and ensuring the confidentiality of correspondence.
