    دور الثقافة التنظيمية في تطبيق الإدارة الالكترونية دراسة حالة تطبيق الإدارة الالكترونية في ظل الثقافة التنظيمية السائدة لمؤسسة اتصالات الجزائر

    تذهب هذه الدراسة إلى أبعد من التوصيف السطحي للتقنية، لتؤكد أن الثقافة التنظيمية هي المحرك غير المرئي الذي يحدد كفاءة اإلدارة اإللكترونية داخل المؤسسة .فالثقافة التنظيمية، بما تشمله من قيم مشتركة ومعتقدات راسخة، تمثل "نظام التشغيل االجتماعي" الذي إما أن يتقبل البرمجيات اإلدارية الحديثة أو يرفضها. وتوضح الدراسة أن نجاح التحول الرقمي يتوقف على مدى قدرة المؤسسة على االنتقال من "ثقافة الدور" البيروقراطية الجامدة إلى "ثقافة المهمة" أو "ثقافة التكيف" التي تمنح الموظفين مرونة أكبر في التعامل مع التدفقات المعلوماتية اللحظية. كما أثبتت النتائج اإلحصائية أن االلتزام الواعي من قبل القيادة العليا بتغيير القناعات التقليدية وتطوير الرموز واألعراف التي تعلي من قيمة الشفافية الرقمية، يقلل بشكل جذري من مقاومة التغيير .وبذلك، فإن اإلدارة اإللكترونية تصبح وسيلة لتعزيز الميزة التنافسية وضمان سرعة االستجابة للمتطلبات الخارجية، شريطة أن تكون مغروسة في تربة ثقافية تدعم االبتكار والتعلم المستمر = This study goes beyond a superficial description of technology to emphasize that organizational culture is the invisible driver that determines the efficiency of electronic management within an organization. Organizational culture, with its shared values and deeply rooted beliefs, acts as a “social operating system” that either enables the adoption of modern administrative software or resists it. The study shows that the success of digital transformation depends on the organization’s ability to move from a rigid bureaucratic “role culture” to a “task culture” or “adaptive culture” that provides employees with greater flexibility in dealing with real-time information flows. The statistical results also demonstrate that the conscious commitment of top management to changing traditional mindsets and developing organizational symbols and norms that promote digital transparency significantly reduces resistance to change. Accordingly, electronic management becomes a tool for enhancing competitive advantage and ensuring rapid responsiveness to external demands, provided that it is embedded in a cultural environment that supports innovation and continuous learning.
