    تفعيل الصكوك الاسلامية كاداة لتمويل عجز الموازنة العامة في الجزائر - دراسة استشرافية لبعض تجارب الدول الإسلامية -

    يهدف هذا البحث إلى استكشاف آليات تفعيل الصكوك الإسلامية كبديل تمويلي مبتكر لسد فجوة عجز الميزانية العامة في الجزائر، وقد خلصت الدراسة إلى أن الصكوك تتجاوز عيوب الأدوات التقليدية من خلال ربط التمويل بأصول حقيقية واعتماد مبدأ المشاركة، مما يمنحها حصانة ضد التضخم. كما أثبتت النتائج أن البيئة الجزائرية تمتلك المقومات اللازمة لاستيعاب هذه الأدوات، شريطة توفر إرادة سياسية وإطار تشريعي متكامل يستلهم من التجارب الدولية الناجحة كماليزيا، السعودية والامارات. وتوصل البحث إلى أن نجاح سوق الصكوك كأداة لتمويل العجز يرتبط بمدى مواءمة الصيغ الشرعية مع المتطلبات الاقتصادية الكلية= This research aims to explore the mechanisms of activating Islamic Sukuk as an innovative financing alternative to bridge the public budget deficit gap in Algeria. The study concludes that Sukuk transcend the shortcomings of conventional instruments by linking financing to tangible assets and adopting the principle of profit-and-loss sharing, which provides them with a hedge against inflation. Furthermore, the findings demonstrate that the Algerian environment possesses the necessary elements to accommodate these instruments, provided there is political will and an integrated legislative framework inspired by successful international experiences, such as those of Malaysia, Saudi Arabia, and the UAE. The research also establishes that the success of the Sukuk market as a deficit-financing tool is linked to the extent of alignment between Sharia-compliant structures and macroeconomic requirements.
