التحول الرقمي والاتصال الحكومي المحلي: دراسة في تفاعل المواطن مع المنصات الإلكترونية ( صفحة الفايسبوك بلدية تبسة نموذجا).

Abstract

خلصت الدراسة إلى أن تبني بلدية تبسة للمنصات الرقمية، وعلى رأسها صفحة الفايسبوك الرسمية، أسهم بشكل ملحوظ في تجاوز النمط البيروقراطي التقليدي للاتصال الإداري، من خلال تسهيل الوصول السريع والفوري للمعلومة المحلية، وتعزيز قنوات التواصل بين الإدارة والمواطن. كما أظهرت النتائج أن التحول الرقمي في مجال الاتصال الحكومي المحلي أتاح فرصا أكبر لتفاعل المواطنين مع القضايا والخدمات المحلية، وساهم في رفع مستوى الوعي والمشاركة الإلكترونية. غير أن تحقيق تفاعل مواطني فعال ومستدام لا يرتبط بمجرد الحضور التقني للإدارة عبر المنصات الإلكترونية، بل يتطلب استجابة فعلية لانشغالات المواطنين، وتحديثا مستمرا للمحتوى الرقمي، إلى جانب توفير بيئة اتصال مرنة تقوم على مبادئ التفاعل والتشاركية والشفافية، بما يدعم الانتقال من الاتصال الأحادي التقليدي إلى نموذج الاتصال الحكومي التشاركي ثنائي الاتجاه.

The study concluded that the adoption of digital platforms by the municipality of Tébessa, particularly the official Facebook page, has significantly contributed to overcoming the traditional bureaucratic pattern of administrative communication by facilitating fast and direct access to local information and strengthening communication channels between the administration and citizens. The findings also showed that digital transformation in local government communication has created greater opportunities for citizen engagement with local issues and services, thereby enhancing awareness and electronic participation. However, achieving effective and sustainable citizen engagement is not merely dependent on the technical presence of the administration on digital platforms. It essentially requires a real responsiveness to citizens’ concerns, continuous updating of digital content, and the provision of a flexible communication environment based on interaction, participation, and transparency. This supports the shift from traditional one-way communication to a participatory two-way model of local government communication.
