Abstract

تهدف هذه الدراسة إلى تحليل مصادر تمويل ميزانية الجماعات المحلية وبيان مدى مساهمتها في تحقيق التنمية المحلية، بالاعتماد على تحليل البيانات المالية المتمثلة في ميزانية البلدية. وتم التوصل إلى أن موارد التمويل المحلية، رغم تنوعها بين الداخلية والخارجية، تبقى محدودة وغير كافية، مما يؤدي إلى اعتماد كبير على إعانات الدولة، كما أن ضعف الموارد الذاتية يؤثر سلبًا على الاستقلالية المالية للبلدية ويحد من قدرتها على تحقيق التنمية المحلية= This study aims to analyze the sources of local government budget financing and to highlight their contribution to achieving local development, based on the analysis of the financial data represented in the municipal budget. The study concluded that local financing resources, despite their diversity between internal and external sources, remain limited and insufficient, leading to a heavy dependence on state subsidies. Furthermore, the weakness of own-source revenues negatively affects the municipality's financial autonomy and limits its ability to achieve local development.
