Abstract

تهدف هذه الدراسة إلى تحليل دور التخطيط الاستراتيجي في تحسين الأداء المؤسسي داخل المؤسسات الصناعية، مع إسقاط الجانب التطبيقي على شركة الإسمنت –تبسة– باعتبارها من المؤسسات الصناعية الجزائرية التي تسعى إلى تطوير أساليب تسييرها ومواجهة التحديات التنظيمية والتنافسية المتزايدة من خلال اعتماد أساليب الإدارة الحديثة، حيث ركزت الدراسة على تشخيص واقع الممارسات التخطيطية المطبقة داخل الشركة وتقييم انعكاساتها المباشرة على كفاءة وفعالية الأداء المؤسسي خلال الفترة الممتدة من سنة 2021 إلى سنة 2025. وقد توصلت الدراسة إلى وجود علاقة إيجابية بين تطبيق التخطيط الاستراتيجي وتحسين الأداء المؤسسي بمختلف أبعاده، حيث ساهمت الممارسات الاستراتيجية داخل شركة الإسمنت – تبسة – في تحسين كفاءة التسيير واستغلال الموارد ورفع بعض مؤشرات الأداء التنظيمي والتشغيلي، كما كشفت النتائج عن وجود بعض المعوقات التنظيمية والبشرية التي تحد من فعالية تطبيق التخطيط الاستراتيجي، من بينها ضعف التنسيق الداخلي وبطء تدفق المعلومات ومحدودية إشراك بعض المستويات التنفيذية في إعداد الخطط، وبناء على ذلك أوصت الدراسة بضرورة تطوير نظم المعلومات الإدارية، وتكثيف برامج التكوين والتأهيل، وتعزيز ثقافة التخطيط الاستراتيجي داخل المؤسسة بما يساهم في تحسين الأداء المؤسسي= This study aims to analyze the role of strategic planning in improving institutional performance within industrial enterprises, with an empirical application to the Tebessa Cement Company. As one of the Algerian industrial firms seeking to modernize its management methods and confront growing organizational and competitive challenges, the company has adopted contemporary management techniques. The research focused on diagnosing the current reality of planning practices within the company and assessing their direct impact on the efficiency and effectiveness of institutional performance during the period from 2021 to 2025. The study concluded that there is a positive relationship between the implementation of strategic planning and the enhancement of institutional performance across various dimensions. Strategic practices at the Tebessa Cement Company contributed to improving management efficiency, resource optimization, and boosting several organizational and operational performance indicators. However, the results also revealed organizational and human barriers that limit the effectiveness of strategic planning, such as weak internal coordination, slow information flow, and the limited involvement of certain executive levels in the planning process. Accordingly, the study recommended the necessity of developing management information systems, intensifying training and qualification programs, and fostering a strategic planning culture within the institution to enhance institutional performance
